Method:

1.2-nitrobenzoic acid is reacted with sodium nitrite to obtain 2-nitrobenzoic acid.
2. 2-nitrobenzoic acid was reacted with sodium chlorite to obtain 2-bromo-3-nitrobenzoic acid.
3. React 2-bromo-3-nitrobenzoic acid with ethanol to obtain Ethyl 2-bromo-3-nitrobenzoate.
