1. React 1,4-dibromobutane with alkali solution to generate 4-bromobutanol.
2. Continue to react 4-bromobutanol with alkali solution to generate 4-bromobutane.
3. Finally, 4-bromobutan-2-one is obtained by ketonation of 4-bromobutan-2-one with a ketone generating agent.
